The Director of HR will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources (HR) department, ensuring legal compliance and the implementation of the organization's mission. The Director of HR serves as a member of the management team and partners with facility leadership to translate HR strategy into actionable plans for program execution, ensuring alignment with strategic objectives. The Director of HR is an expert in the field, with the broad capability to consult on all areas of HR programs, including, but not limited to, compensation, benefits, and leave; organizational development; employee relations, disciplinary matters, disputes, and investigation; staffing, talent acquisition, performance, and management; productivity, recognition and morale; employee health and safety; and training and development.
Responsible for providing for all patients' safety and quality of care, treatment, and services by working with other leaders to review and approve policies and procedures, solve problems, manage conflict, maintain ethical standards, and ensure practices that promote a just culture.
Roles and Responsibilities:
- Develop HR strategy and plans to support organizational mission and strategic vision
- Monitor, develop, and ensure the organization's compliance with all pertinent regulatory agencies and laws including but not limited to federal, state, and local employment laws, regulations, statutory requirements, and legal compliance (including contractual/labor) and recommend best practices; reviews and modifies policies, procedures and practices to maintain compliance
- Develops and implements comprehensive compensation and benefits plans that are competitive and cost-effective, in collaboration with the finance department
- Direct the design and administration of all employee benefit programs and ensure compliance with Federal and State regulations
- Provide leadership and guidance to the HR functions by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation, and benefits
- Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals. Plans, coordinates, and implements administrative activities surrounding and influencing successful recruitment, hiring, orientation, and talent management
- Ensure consistency in the application of hiring criteria, including the selection procedures, recruitment practices, transfer processing, compensation arrangements and job posting practices
- Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs
- Ensure the highest standards of employment practices are consistently advanced throughout all departments in practice and performance
- Oversee the grievance program for employees and advise all parties during various levels of the process based on established policies and procedures
- Promote positive employee relations facility-wide by developing and/or evaluating employee engagement and recognition
- Conduct investigation interviews as necessary for disciplinary or HR compliance issues and make a final recommendation regarding the appropriate level of discipline or corrective action
- Coordinate with the organization's Compliance Office as appropriate
- Aid and guide department supervisors regarding HR issues. Collaborates with department supervisors on disciplinary and termination processes
- Under the direction of the Chief Quality Officer, effectively designs programs and training for staff and leadership development. Examples of high-priority programs include, but are not limited to, Just Culture, Lean, and leadership development
- Provide legal review, consultation, and recommendations related to the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Unemployment, Worker's Compensation, discrimination, and other employment-related laws and regulations
- Manage and interpret labor agreements and policies to promote positive employee relations and compliance throughout the organization
- Ensure that the organization abides by the agreed-upon settlements and renegotiates within contract expiration dates Responsible for participating in union meetings such as grievance meetings, negotiations, and mediation
- Ensure that general new employee orientation is conducted as required by regulatory requirements and reviews periodically for adjustments
- Prepare annual departmental budgets that include capital equipment, personnel, and other departmental costs
- Monitor budget and expenditures on an ongoing basis
- Establish and maintain effective working relationships with supervisors, Governing Board, practitioners, coworkers, subordinates, patients, families, and others by promoting customer service and demonstrating polite, cooperative, and respectful behavior
- Perform management functions such as establishing qualification requirements, interviewing, and selecting qualified, competent HR staff
- Oversee competency assessments and ensure appropriate follow-up training or action as necessary to ensure quality patient care
- Oversight and management of HR staff members and the Education Coordinator
- Maintain strict confidentiality of all Human Resources issues and records

QUALIFICATIONS:

Education and Experience: (Required)
- Bachelor's degree in Human Resources, Business Administration, or related field.
- At least five years of experience in Human Resources or a related field.
- Skills in: Needs assessment, program development, training, labor relations, wage and benefit analysis and development, communications, program evaluation and planning.
Education and Experience: (Preferred)
- Master degree in Human Resources, Business, or related field.
- At least five years of human resource management experience in the healthcare/hospital field.
Certificates, Licenses, Registrations
- Society for Human Resource Management-Certified Professional (SHRM-CP) or
- Society for Human Resource Management -Senior Certified Professional (SHRM-SCP)
Compensation:
Annual base salary: $110,000-175,000
